Building an ADU in Los Angeles.
⊕ 34°03′ N · 118°14′ W
Los Angeles is the most permissive ADU jurisdiction in California by volume — the city issued more than 7,000 ADU permits in 2024 alone. The friction is fee stacking and plan-check queues, not zoning. If your lot is single-family-zoned and not in a coastal or hillside overlay, the path is well-trodden.

LA County AssessorThe rule that matters.
LA's ADU Standard Plans Program publishes pre-approved plan sets from a roster of architects. Choosing one cuts plan-check time by roughly half — typical issuance drops from 14 weeks to 6–8.
Every California city must comply with the statewide ADU framework, but each one has a local quirk — a program, an overlay, or an interpretation — that changes the math. This is the one to read first for Los Angeles.
Fees, decoded.
Your city's permit fee is the visible cost. Impact fees and utility connection fees are where projects get expensive without warning — read this carefully.

Impact fees
